Herman Cain and Newt Gingrich debate over the topic of the growth of medicaid. Both candidates seem to agree that the federal government is a bad administrator for the medicare, medicaid, and social security system. Both also seem to agree that the medicaid and medicare system can't be reshuffles but need to be restructured.
